Yes commando is superior. Even a 1* vamp fixer will be very powerful. I'd recommend at least 13 perception for max commandos, tank killer and at least concentrated fire 1. All mods and legendary effects being the same Fixer has slightly higher damage and uses slightly less action points, handmade has slightly lower damage but is more accurate and misses less shots so their actual DPS is about the same. Nope, no fixer plans. I'll have to keep trying to fix that. Current fixer is a 3 star Assassins legendary +50 to hunans, Exploding, 15% faster reloading speed. Not the greatest, but much better than the basic and the 1 star I had previously. Might just do that next time I log into the regular server.
