The base damage of lighning conduit was seriously too high. Let me explain. There is the golden rule in PoE spell balancing that says: average base damage = damage effectiveness*550. This holds very well across all skills, with a difference of plus/minus 10. For Lightning conduit the rule was base spell damage = damage effectiveness * 714.
Orb of Storms+Lightning Conduit might be the cheapest answer! Theory. Orb of storms shoots once as it is laid down up to three targets and chains if you get the mastery, and you can prolif shocks through your mastery too.
