I don't think that the converter has editing capabilities built-in, but you could either edit the resulting mod or use a save game editing tool to edit your eu4 save before converting (I think michaels mod making tool can edit the map in an eu4 save) or you could use console commands in eu4 or in vic3 to change the map(in vic3 this disables achievements)EU4. Idk how much Vic3 will be improved in the future, but EU4 is much better than it. Or, to be fair, seems to be better; I have not played Vic3 yet (though I plan on getting it sometime in the future).
